PRECURSOR OF NOBLE GOVERNANCE APPROACH

INTRODUCTION

The beautiful history of the universe began when matter was organized, structured and governed by the laws or forces of physics (gravity, electromagnetism and strong and weak nuclear). The governance of the universe is not only ensured by the laws of physics but it extends to another essential element which is «chance», and when we speak of chance it is «God who walks INCOGNITO; According to Albert Einstein».

Democritus said: «the universe is the fruit of chance and necessity»

Since we (humans) are the extension of this universe, it is obvious that we obeying its driving forces that govern them, it is also reasonable that we draw inspiration from these universal forces, the driving forces that govern HUMAN LIFE which is expressed in the form of the seven principles under the tutelage of a Universal Approach called: NOBLE GOVERNANCE which is «GOVERNANCE OF GOVERNANCE»

1- THE GOVERNANCE

When we talk about governance, we are talking about the link, complexity, interaction, organization and restructuring between components or different elements that obey laws or principles, so it is a mechanism of functioning or relationship between governor and governed.

Governance is by nature Projective (with a project) is a process that leads to one or more purposes, for example noble governance is a governance that leads to Noble purposes.

To govern is to manage, governance can also be defined as the link between management and wisdom or wisdom in management or wise stewardship.

2-THE NOBLE GOVERNANCE

Named noble governance because it is the highness of human thought and therefore of human humanity to the point of nobility, it is A UTOPIA, A MODE OF THOUGHT, IT IS THE METHOD, THE TRAJECTORY OF UNIVERSAL THOUGHT, an approach based on seven principles combined, inseparable and complex are: UNIVERSALITY, FREEDOM, DIMENSION, KNOWLEDGE, SYSTEM, CHANGE and TRAJECTORY. These principles are necessary knowledge of pluri- and transdisciplinary and multi-referential origin, of multidimensional extension (temporal and spatial, unitary and holistic, objective and subjective, determinism and chance, etc.). This approach has a mechanism of functioning at the same time literary, philosophical and scientific to achieve universal NOBLE goals.

UNIVERSALITY

Universality comes or is inspired by the universe, and when we speak of universes we speak of the global and the total and therefore the complex. Man is a universe (Micro cos) in a grand universe (Macro cos) with all its characteristics and structure. In every cell of the human body is found the DNA that contains all the information about each individual, the same thing when we talk about the societal DNA in each individual is collected all the information  (the characteristics and structure of its society and vis versa), even on a world scale we speak today of the citizen of the world, Universality is the world DNA.

FREEDOM

In the Macro cos freedom is expressed in the form of chance, and in human life the synonym of chance is destiny itself the synonym of the future and our future obeys and the fruit of our choice therefore of LIBERTY, and as Bertrand de JOUVENEL said: “The Future, an Area of Uncertainty, Freedom and Power”.

And as in the theology of Genesis "Adam" chose to eat from the tree of life by his own will, so freedom is part of human nature and is linked to our existence, so to deny our freedom is to deny our existence.      

Responsibility does not limit and frames freedom as the postulate said, but on the contrary it protected it to please itself.

DIMENSION

In the universe Albert Einstein added the fourth dimension which is time with space, human life is the mirror of several complex dimensions that interact in symbiosis, We find: space, time, objective, the real subjective and spiritual and the imaginary, the virtual or cybernetic dimension and extends beyond life: metaphysics. 

The human being of nature is a complex of dimensions, in order to know it better it is necessary to return to its origin (nature).

People who are more interested in this principle (dimension) are those who are more advanced and developed.

KNOWLEDGE

Knowledge is a mixture of desire, experience and information.

Knowledge is the essential factor of production in the new global system in a world known as uncertainty and accelerated change where countries do not rely on the earth, money and raw materials only, but also on intellectual human capital that creates the future.

Knowledge is a double-edged weapon, it can be used for the better as for the worse so we must know the knowledge of knowledge.

SYSTEM

A system is generally defined as a set of interacting elements.

The system: an object that, in an environment endowed with purposes, carries out an activity and sees its internal structure evolve over time, without however losing its unique identity.

Every component or product of nature, from the small particle to the grand universe is a system, even artificial human products, life or our destiny is a system.

So it is obvious and essential that this principle (SYSYTEME) is used as well as its approach (SYSTEMIC APPROACH) in NOBLE GOVERNANCE.

CHANGE

Change is the destiny of all evolution, as the universe is undergoing changes at the heart of its expansion, man too has experienced evolution through radical changes throughout his existence on earth. The change is a transition operation from one state or case to another . Change is governed by causality, in politics for example any change will be the result of a Decision.

Change is a universal quality that is an integral part of life.

TRAJECTORY

Every Homo Sapiens must be aware that existence is a trajectory that multiplies to several forms or trajectories each of them at a beginning and an end and between the two changes, evolutions, causes and effects as well as events that write the history of life.

It is obvious to know the environment or the system for the world we live in, and the stupidity of believing the opposite. If you are one of the components of this world you must know better that you are the world, from where to know yourself through the trajectory of humanity!

2-1-KNOW MORE ABOUT "NG"

- NOBLE GOVERNANCE, and a system these elements or principles are complex: each of the principles contains in itself the others.

- It is a "multi-level governance": Horizontal, that is to say individual, then public, up to organisational and managerial, and Vertical: from individual, territorial, to universal governance, each stage or stage obeys its precedent, and each previous governs the following example: territorial governance obeys individual governance, and the public obeys the individual since the individual contains in him the public and the latter is a set of individuals, also the public influence on the organizational and managerial through culture for example and in turn the organizational and managerial create public policies for example .

2-2- Practical case: COVID 19, NOBLEGOV ANALYSIS

With harmony and symbiosis between the principles of NOBLE GOVERNANCE, «the solution emerges from the crisis» and «disorder breaks the order».

CRISIS (Disorder):

  COVID 19 was not only a health crisis, but more than that it is a humanitarian catastrophe that threatens the sustainability of the human species, if we have taken this disaster as a SYSTEM endowed with set of elements interacting in a great global system and which has caused a UNIVERSAL crisis what explains a wrong approach in the human TRAJECTORY hence disadvantages on all the DIMENSIONS therefore of CHANGES radicals in human life especially with the loss of FREEDOM (confinement) at the same time with the non-existence of an antidote for this virus thanks to a KNOWLEDGE problem.

SOLUTION (Order):

 In anticipation of his future, humanity must take action in the present by the appropriation of the collective UNIVERSAL approach to face the crisis on all the DIMENSIONS through KNOWLEDGE, which leads new to regulate the global TRAJECTOIRE towards the best and therefore to make a CHANGENT in the world SYSTEM to achieve human FREEDOM and save the human species.

CONCLUSION: Usefulness and use.

It serves as an Introduction to Universal  Peace Governance or Guide to Guides in Governance and Management of Local Public Affairs, Public Policy Engineering (Concept, Analysis and Evaluation)limit the problem of inadequacy or inharmony between theory and practice (theories, methods and tools), also used for multidisciplinary research, development and training of different specialties and fields, serve also for the management of crises, shocks and conflicts and for the elaboration of strategies of different fields and in the futurology (FACING UNCERTAINTY), and as intellectual basis for Leaders (leaderships and managers),and other uses .
